Whether or not foreigners need to report their travel in China depends on whether or not the area they are traveling to is open to foreigners. If the foreigner is traveling to an area that is open to foreigners as stipulated by the Chinese government, he or she usually does not need to report the travel, and only needs to have a valid visa or residence permit.

However, if they are traveling to an area that is not open to foreigners, they will need to apply for a travel document from the local public security authorities.

Requirements and Procedures for Reporting to Areas Not Open to Foreigners:

Application for Travel Documents: Foreigners traveling to areas not open to foreigners must apply for a travel document from the local public security authorities.

Approval Process: The approval process for travel document applications usually involves the people’s governments of provinces, autonomous regions and municipalities directly under the central government discussing and agreeing with the relevant military regions, and submitting them to the State Council for approval.

Reporting Requirements and Process for Areas Open to Foreigners:

Visa-free policy: Eligible foreigners can come to China under the visa-free policy without prior declaration to the Chinese Embassy or Consulate General, but they are required to bring along invitation letters, air ticket and hotel orders, and other proofs that match the reason for their visit to China. Visa Requirements

Visa Requirements: If foreigners intend to stay in China for more than 15 days, they should apply for a visa in accordance with the purpose of their visit to China at the Chinese Embassy or Consulate abroad in advance. If a foreigner needs to stay in China for reasonable and justifiable reasons after entering China under the visa exemption policy, he/she shall apply for a residence permit from the Exit-Entry Administration Organization of the Public Security Bureau.
